During war with another federation, be very careful about recruiting new members because they may be spies. Spies listen to your strategy and plans. This can prove to be a very valuble information during war.
How can you send your own spy?
One can easily send a spy to another federation, try to take over the federation (hostile take over) or get intelligence. This spy can then report back to the leader or other members of the federation to share the newly found information.
