Non-Aggressive Treaty (NAT)
How to do it?
You join another federation in a pact, promising not to attack each other. It is up to the leaders of both federations to enforce this ruling. NAT is usually the first step taken prior to becoming an Ally.
How is it done?
Both federations promise not to attack each other. All members should follow that restriction. However, any member can still attack the other NAT's members because this NAT is not binding. Just ensure your members check the details of empires prior to attacking that empire. Leaders should also dicipline members who break this law (unless if this is what the leader wants, which is a conspiracy)
