The Leader`s ability
A federation depends heavily on the leader. If the leader is quite inactive (that means he/she doesnt do much for the federation) then the federation's influence is quite limited.
Federation members
You may wish to join a federation which contains members with more or less around the same power rating or ranking as you. Although it may be good to join a federation where most members are in the top 10 rank (assuming you are ranked quite low, at around 1,000) but it depends on the federation leader to approve your application or not.
State of the Federation
It may not be wise able to join a federation that has many enemies or is in the middle of a federation war. Check out and ask around first prior to joining a federation.
